Abstract

An examination of the evidence supporting and refuting the thinking in Hardin's "Tragedy of the Commons," which states that all resources held in common are over-exploited and inevitably degraded. The evidence does not support this inevitability; upon realizing such degradation, users change their behavior through a variety of institutional or casual arrangements which do successfully sustain the resource. Includes an unusual bibliography leading to this conclusion, not OHV specific.
