Abstract

Estimates the number of OHV's in the state, estimates the ability to identify OHV user preferences. Estimates of the costs of developing dedicated and/or multi-use areas, estimates costs of maintenance and impact monitoring, and estimates the economic and social benefits of such an area. The estimates and conclusions are based on research from other OHV areas in US, and are not specific to any site or managed OHV activity in Minnesota (with the exception of a few small private parks and/or motocross tracks). Speculates about the options and barriers to successful development of large-scale OHV park in the state, including an assessment of successful OHV areas in the US. Includes a fairly detailed site-selection criteria.
