Narrative review of federal and state regulations on public and private land. Goes into considerable detail in BLM, Forest Service, Park Service and various state regulation regimes, including the application of case law in regard to E.O. 11644. Suggests assessing ORV users a fee according to the amount of damage he or she is expected to do based on vehicle type and location of use, with the goal of reducing and/or eliminating use through prohibitive cost. Extensively footnoted with state resource and vehicle code citations and CFR regulations.
