Abstract

A proposal for legislation to create a new public land designation, specifically to address the public lands under dispute due to the USFS RARE and RARE II wilderness evaluations. The new land designation would preserve the primitive nature of these areas while allowing forest management and motorized access. Discusses the history of the RARE disputes, provides the rationale for a new designation, and lists the objectives of the legislation.
