Administration - Statewide & regional planning Wilshire, H. G. (1983). Off-road vehicle
recreation management policy for public lands in the United States: A
case history. Environmental Management, 7(6), 489-500. Detailed account of one private researcher’s observation of three desert races run under permit from the BLM in 1980, 81, and 82. The researcher faults BLM for lack of monitoring and lack of enforcing its own permit stipulations and provides data from his own study to support his stance. Strong negative language reveals researcher’s bias, however, he appears to be correct that the BLM failed to keep the race within the predicted effects for the environmental documentation. Includes bibliography.
