State University: 1-9. Abstract A fairly detailed narrative description of the structure of the BLM and its planning processes. The primary planning structure used throughout the 1970's and 1980's, named the Management Framework Plan (MFP), is explained, along with how the EIS process fits into that system. Then the interdisciplinary planning regime introduced in the early 1990's to replace the MFP-EIS process, named the Resource Management Planning system, is explained.
